| Historical Note | | Cincinnati native Robert L. Black, Jr. was a lawyer with the law firm of Graydon, Head & Ritchey. He was appointed chairman of the Cincinnati Human Relations Commission in 1967 by the mayor of Cincinnati. This commission was established in 1965 to reaffirm City Council's commitment to fostering mutual respect and understanding, and for the purpose of eliminating prejudice and discrimination in the city. The commission replaced the earlier Mayor's Friendly Relations Committee. Its executive directors during this time were David D. McPheeters, Jr. and Virginia Coffey.

| Summary | | Consists of materials primarily from 1967 to 1972 dealing with the Cincinnati Human Relations Commission when Black was a member. The collection contains reports, correspondence, budgets, newspaper clippings, a few speeches, etc. Topics covered include police-community relations, discrimination, employment, housing, education, courts, race relations, the Cincinnati riots of 1967 and 1968, the executive directors, recruitment of city employees, government contracts and the commission's interaction with other organizations, such as the Cincinnati Chapter of the American Civil Liberties Union, the Avondale Community Council and the New Cincinnati Coalition.
