Letter from Abraham Lincoln to Gideon Welles, Secretary of the Navy, March 11, 1862
Lincoln wrote this letter to Secretary of the Navy Gideon Welles (1802-1878) on March 11, 1862, asking him to fill a requisition sent by Commodore Andrew H. Foote (1806-1863). Gideon Welles rebuilt the Navy during his tenure and was credited with implementing an effective blockade of Southern ports. Commodore Foote commanded the Mississippi River Squadron that operated on the western rivers and distinguished himself in the Battles of Fort Donelson and Fort Henry. He was promoted to rear admiral several months after this letter.
